I had lower eye bags removal 3 years ago but no excess skin was removed as they thought with my skin (coloured) and age (33 then) was not very appropriate, but I still see eyebags in my eyes not as bad of course.

What should I do, should I have another eye bag removal or is there any other procedure that I could consider as I already had eye bag removal.

There are some alternatives to lower eye bags removal, depending on individual situations. Visibility of the circles under the eyes or tear trough can be decreased using injectable fillers or fat transfer.

If the volume of the mid-face is somewhat deficient, highlighting the cheekbone area and front on the cheek can contribute an elegant contouring effect and at the same time create the impression of continuity between the lower eyelid and the cheek. This decreases the visibility of the lower eyelid fatty tissue, which generates the impression of eyelid bags.
